Objectives of the position
As the CIO for MB Hong Kong & Taiwan, you will lead the strategic vision, digital transformation, and operational excellence of the IT organization, ensuring alignment with both regional business objectives and global IT standards. You will oversee all aspects of IT, including technology innovation, cybersecurity, governance, team leadership, and vendor management, while driving efficiency, scalability, and competitive advantage across markets.
Main Task
1. Team & Stakeholder Management
- Build, mentor, and lead a high-performing regional IT team, fostering a culture of collaboration, accountability, and continuous learning.
- Serve as the primary IT advisor to senior leadership (CEO, CFO, business unit heads) on technology investments and risks.
- Strengthen relationships with key stakeholders (Leaderships in all business domains includes Financial Services) to ensure IT supports business growth.
2. Strategic & Digital Transformation

Define and execute the IT strategy and digital roadmap for Hong Kong & Taiwan, ensuring alignment with global/ reginal standards and local business needs ((wholesale/retail operations).

Promote innovative initiatives (e.g., AI, Data, automation) to enhance operational efficiency and customer experience, be the tech frontrunner.

Follow and implement IT strategy for HK&TW, standardize IT landscape, reduce the operation cost.

Execute company NLP (Next Level Program) strategy in HK&TW and ensure they reach the giving targets.
3. Project/ Portfolio Management, Operational Excellence & Budget Control

Prioritize and oversee the HK & TW IT project portfolio, ensuring delivery within budget, timeline, and quality standards.

Monitor resource allocation for HK&TW to balance the capacity and knowledge.

Ensure the IT services are met with SLA and no major/huge business impact caused by IT.

Collaborate with global and reginal IT closely for IT application and services delivery.

Resolve high-priority escalations and align IT solutions global / regional and local business units (e.g., dealership systems, financial services platforms).

Negotiate and manage SLAs, contracts, and partnerships with global/regional vendors (e.g., cloud providers, SaaS platforms).

Ensure third-party services meet security, performance, and business continuity requirements.

Plan and ensure the IT budget aligns with the market’s CFO/ controlling and reaches target
4. Governance, Risk & Compliance

Ensure full compliance with corporate policies, legal regulations (e.g., GDPR, HK/TW data laws), and cybersecurity frameworks/guidelines.

Oversee IT risk management, including disaster recovery, data privacy, and threat mitigation.

Implement audit and control mechanisms to maintain integrity across systems and processes.
Education
University Degree in Computer Science, Business Administration, or equivalent higher education.
Experience
- With at least 5 years in IT leadership role, such as a team lead, manager, small market CIO, or equivalent role overseeing market operations.
- Proven track record in digital transformation, IT strategy, and large-scale project delivery (retail/wholesale experience a plus).
- Bachelor’s/master’s in computer science, Information Systems.
Specific knowledge
- Strategic vision, ability to align IT with company strategy, business growth/ innovation.
- Expert in project management including quality and risk management in international projects as well as supplier management. Deep knowledge of cybersecurity, compliance, and risk frameworks.
- Understanding and knowledge of global IT organization.
- Executive communication on influence stakeholders and simplify complex tech concepts.
- Adaptability in fast-changing markets (HK/TW regulatory environments)
