Job Overview:
The REAT Manager – Local Regulatory Compliance Liaison is responsible for overseeing external regulatory examinations and leading internal compliance initiatives designed to advance adherence to federal and state regulatory requirements. This position serves as a critical liaison between Legal, Compliance, Business Units, and Technology teams to ensure regulatory examination readiness, timely remediation of findings, and ongoing compliance with applicable laws and regulations.
This role has two primary responsibilities:
1.Managing and coordinating all state on-site and off-site regulatory compliance examinations.
2.Leading regulatory examination remediation efforts and supporting cross-functional change management initiatives resulting from examination findings.
The position also provides legal and compliance support to the Head of Regulatory Compliance and the Office of General Counsel (OGC), while contributing to the organization's Compliance Management System (CMS) audit and assessment activities.
Responsibilities:
- State Licensing Examination Coordination
•Manage all state licensing and compliance examination activities from initial notification through examination closure.
•Serve as the primary point of contact for state regulators and examination teams.
•Coordinate examination requests and responses across business units, Legal, Compliance, Operations, and Technology stakeholders.
•Identify impacted stakeholders and ensure timely fulfillment of examination requirements.
•Review examination submissions for accuracy, completeness, and quality, including customer loan files and supporting documentation.
•Lead examination entrance and exit conferences with regulators.
•Monitor examination timelines and ensure all deadlines and deliverables are met.
•Identify potential compliance concerns, process gaps, and operational risks, and communicate findings to leadership.
•Train internal stakeholders on examination protocols, expectations, and best practices.
•Draft formal responses to regulatory examination reports and closure notices for senior leadership review. (35%) State Licensing Examination Remediation 20%
•Lead remediation efforts arising from state regulatory examination findings.
•Identify accountable business owners and coordinate cross-functional support necessary to resolve findings.
•Develop, track, and maintain remediation plans through successful completion.
•Manage formal examination exception tracking processes and maintain supporting evidence of remediation.
•Ensure business process owners conduct follow-up reviews and self-assessments to mitigate the risk of repeat findings, when necessary.
•Collaborate with Legal, Compliance, Operations, and Technology teams on large-scale remediation and process improvement initiatives.
- Regulatory Compliance Liaison 10%
•Facilitate cross-functional initiatives to ensure compliance-related process changes and system enhancements are completed effectively and on schedule.
•Participate in Legal, Compliance, Risk, and Business Unit forums to identify emerging compliance initiatives and risks.
•Attend REAT meetings to remain informed of Compliance Management System (CMS) assessments, audits, and examination activities.
•Ensure timely escalation and communication of compliance issues to senior management.
•Act as a liaison between the Office of General Counsel and business stakeholders.
•Maintain comprehensive documentation of compliance decisions, activities, and project outcomes. - CMS Audit and Assessment Support 10%
•Support the execution of the annual REAT examination and assessment plan.
•Develop and execute audit and assessment programs to evaluate compliance with regulatory and CMS requirements.
•Analyze findings and prepare audit reports and recommendations.
•Communicate examination and assessment results to management and stakeholders.
•Support enterprise-wide compliance audits and monitoring activities. Presentation and Facilitation 5%
•Develop and deliver presentations to audiences at all levels of the organization on regulatory compliance topics.
•Coordinate and facilitate audit kick-off meetings and exit conferences.
•Present audit findings, including adverse findings, in a professional and constructive manner.
•Represent the department on organizational projects, management committees, and external meetings.

Qualifications:
Applicants must be legally authorized to work in the U.S. at the time of application. Relocation assistance will not be provided for this position.
This position requires a minimum of 5-7 years of overall work experience. Preferred experience includes:
- Audit: 3-5 years
- Business-General: 3-5 years
- Legal: 3-5 years
Education:
Bachelor's Degree is required, Master's Degree is preferred. Recommended majors include:
- Accounting
- Business Administration
Required: CIA Certified and/or prior regulatory compliance experienced preferred
Additional Knowledge:
- Auto finance industry compliance - 3 years
- MBFS operations - 3 years
- Internal Audit - 3 years.
Legal experience, strongly preferred.
