Key points and objectives of the position
Serve as the senior policy analysis engine and Shanghai-based chief liaison of the EA team (covering regions outside Beijing), with a dual mission covering both forward-looking policy research and high-level government/industry engagement. Conduct in-depth research and strategic assessment on frontier topics including China-EU economic and trade relations, the automotive industry, data governance, ESG, and industrial chain security; deliver actionable policy insights to the EA department and corporate management. Act as the primary contact point of the EA department to Shanghai municipal and other government bodies except Beijing as well as to the broader industrial ecosystem; establish, maintain and deepen strategic partnerships. Translate complex technical agendas into clear policy narratives and strategic recommendations, and represent the company with confidence at government dialogues and industry forums. Ensure excellent alignment with headquarters and global teams on policy positioning and topic coordination.
Description of tasks
• Policy & Trade research & strategic analysis
- Continuously track and analyze national and local industrial policies, trade policies and regulatory trends highly relevant to the company's business etc.
- Independently conduct in-depth policy impact assessments on major regulatory changes.
- Produce structured policy briefings and strategic recommendation papers for the EA team and top management.
- Translate complex technical issues into clear policy discourse and strategic options.
- Maintain alignment with HQ and the global External Affairs network on key policy topics.
- Leverage state-of-the-art AI tools to build an AI-powered policy analysis platform, enhancing the efficiency and quality of policy tracking, research and reporting.
• Local government relations & strategic cooperation
- Act as the chief liaison of the EA department with local government (Shanghai, Fujian etc.)
- Contribute professional perspectives to government counterparts on industry, technology and policy topics.
- Identify and drive strategic cooperation projects with the local government, state-owned enterprises and key industrial platforms.
• Industry organizations & policy dialogue platforms
- Represent the EA department in government-related associations, alliances and platforms outside Beijing.
- Engage in exchanges, deliver speeches, and host dialogues at major professional forums and government roundtables.
- Expand the company's influence network in the policy ecosystem.
- Strengthen the recognition and trust of the company as a responsible industry participant and technology contributor in front of governmental stakeholders.
Qualification
• Language
- Native proficiency in both Mandarin Chinese and English, with exceptional written and verbal communication skills in both languages.
• Education
- Master's degree or above in engineering-related disciplines (automotive, mechanical, electronics, etc.); doctorate preferred.
• Experience
- 20+ years of relevant industry experience, with the majority of the career spent in large multinational technology or multinational automotive companies, holding senior management positions in technology management or technology strategy.
- Substantive working experience in direct cooperation with government authorities, and/or proven track record of in-depth collaboration with national-level industry associations and industrial alliances.
- Systematic research background in digitalization & AI is a plus.
- Demonstrated competence in team leadership, strategic planning and execution.
• Specific knowledge
In-depth understanding of Chinese government structure, working mechanisms and policy formulation procedures, as well as the automotive industry landscape, technology trends and the digitalization agenda.
- Strong technical literacy combined with policy research capability; able to translate complex technical issues into clear policy recommendations.
- Solid and rigorous writing skills; published professional works are a plus.
- Outstanding "government-business bilingual" communication skills across technical, business and policy contexts.
- Rich experience in public speaking and chairing high-level discussions at professional forums and government roundtables.
- Sharp strategic thinking; able to identify opportunities and risks and propose commercially and politically viable solutions.
